I-1551: Electrochroma

Radio expert, science lover, collects radio parts and anything that refract light. Often seen in glimpses running past out of the corner of the eye, then vanishing without a trace. All while carrying equipment and items. There's static and the sounds of someone talking but it can't be made out when she's around. Its very hard to understand her due to this, so she uses the radios to help her talk, almost like a voice box. She might look scary, but she is pretty kind but does have a habit of getting into tough situations.
